Negotiators from Nearly 200 Countries Strive for Agreement on the Last Day of COP28!

This Tuesday, December 12, on the final day of COP28, representatives from nearly 200 nations continued their intense negotiations in search of an agreement on a global action plan aimed at effectively and swiftly mitigating the effects of climate change.

This crucial moment is focused on the concern of limiting the global temperature increase to 1.5°C, highlighting the urgency of decisions aimed at the elimination of fossil fuels and a just energy transition.

The goal is to prevent irreversible changes to global ecosystems, contain increasingly catastrophic floods, and mitigate the impacts of extreme heat.

The Presidency of COP28 announced that it has been working tirelessly to achieve the most ambitious result possible.

Last Day of COP28: Climate Summit Ends Without Agreement on Concrete Actions for the Elimination of Fossil Fuels

We have reached the end of COP28, marked by the much-anticipated final text.

In this challenging edition of COP, the COP28 Presidency persisted in seeking the highest ambition, announcing that it was dedicated to tirelessly collaborating with the Parties to create the best possible plan for the world.

“We all want to achieve the most ambitious result possible.”

Ambassador Majid Al Suwaidi

(Director-General of COP28)

However, there is still no consensus among the participating countries of COP28 regarding negotiations on fossil fuels.

To date, participating countries have not been able to reach a convergence point to make a joint statement against fossil fuels, aimed at the complete elimination of these agents of the greenhouse effect and climate change, as indicated by scientists.

Environmentalists had hoped that the final agreement would speak of eliminating these fuels, but for now, the idea prevails that the world should work to gradually reduce them, as we reported in our blog this Monday, where we discussed the last draft of the final document, released yesterday.

  • In the draft of the final text, there are still no concrete mentions of the gradual reduction or total elimination of the production and consumption of fossil fuels.
  • In other words, there are still no deadlines set to slow down and limit the use of these fuels.
  • This ‘decision’ is considered insufficient to contain global warming.

 Controversial COP

The fact that COP28 was held in one of the major oil-producing countries, the United Arab Emirates, was met with skepticism and controversy from the outset.

It is worth noting that COP29, in 2024, will take place in Baku, Azerbaijan, another country that produces natural gas, one of the energy sources associated with pollution, which also generates controversy.

Lack of Agreement on Fossil Fuels May Hinder Progress in Future COPs

The reality is that when central issues of the UN climate conferences are not resolved or are postponed during the event itself, they end up being carried over to subsequent editions, impairing the global development of the COPs.

Climate Financing

The main focus of COP28 was Climate Financing.

On the first day of the Climate Summit in Dubai, on November 30, a historic decision was announced: the approval of the Climate Fund for Loss and Damage for Vulnerable Countries.

Right at the beginning of the event, contributions exceeding $400 million were announced to help vulnerable countries fight climate change.
