Central discussion of the 7th day of COP28 revolves around Multilevel Action
How to scale up environmental initiatives?
This is the central question that permeated through the 7th day of COP28, leading to essential analysis and dialogues about the directions of global climate actions.
Seek local solutions to pave a way to meet global needs and, at the same time, contribute to maintaining the goal of limiting the planet’s temperature increase to 1.5°C.
This was the mission of the 7th day of COP28, which centered its debates on themes like Multilevel Action, Urbanization, Built Environment, and Transportation.
For this, it’s crucial that everyone participates actively in climate discussions, from neighborhoods to nations.
Thus, on this Wednesday, December 6, the discussions highlighted how to:
- Conduct Multilevel Action
- Accelerate local climate finance
- Promote collaboration to achieve climate solutions

7th Day of COP28: From Local to Global
Day 7 of the 28th session of the Conference of the Parties (COP28) was marked by the Multilevel Action Day.
Multilevel action refers to the implementation of environmental strategies and solutions at different levels, ranging from local communities to broader spheres such as national governments and international agreements.
Amid the challenge of mitigating the socio-environmental disasters resulting from climate change, a complex task requiring a comprehensive and integrated approach, it becomes essential to recognize the global scale of climate and socio-environmental challenges, as well as understanding the need for local interventions.
In this way, actions carried out at both local and international levels should be complementary, mutually strengthening.
After all, local solutions demonstrate greater effectiveness when integrated with a global perspective, having financial and technical support from governments and international organizations.
Ministerial Meeting on Urbanization and Climate Change
Today, the second Ministerial Meeting on Urbanization and Climate Change was conducted, an event organized by the Presidency of COP28.
The event is co-organized by the Presidency of COP28, UN-Habitat, and the UN High-Level Champion for Climate Change at COP28.
Ministers of Housing, Urban Development, Finance, Environment, Non-Governmental Organizations, local and regional leaders, financial institutions, and other stakeholders were present, consolidating efforts to address complex challenges.
The central purpose of the meeting was to articulate a set of multilevel actions for Sustainable Urbanization in sectors including transport, energy, water, buildings, waste and nature, among other essential elements for sustainable development.
The recommendations will be carried forward to inform the outcomes of COP28, including the Coalition for High Ambition Multilevel Partnerships (CHAMP), launched by the Presidency of COP28 and Bloomberg Philanthropies.
“Through this advanced initiative, we aim to foster partnerships, share experiences, and collaborate on innovative solutions. Together, we will pave the way for sustainable cities.”
HE Omar Al Suwaidi
(Minister of Industry and Advanced Technology, United Arab Emirates)
This initiative demonstrates the joint commitment to practical and integrated solutions, bringing together diverse areas of expertise to promote a more sustainable and resilient urban future.
Moreover, it highlights the role of subnational governments (states and municipalities); after all, the impacts of climate change are felt by the population at this level.
“Subnational governments are the main implementers of localized action and the first to respond to disasters associated with climate change.”
Razan Al Mubarak
(President of the International Union for Conservation of Nature)
